Department of Skill Development Reminds Employers
Employers with 100 or more employees must submit the Skill Development Fund Contribution Form (S.T.2) by March 31 every year.
The Department of Skill Development has the mission of promoting and supporting businesses to contribute to the development of the workforce, aiming for at least 4 million people annually. Under the Labor Skills Development Act, B.E. 2545, amended by Act No. 2, B.E. 2557, organizations with 100 or more employees are obligated to follow the law.
This law requires companies to provide training and skill development through various means such as:
- Skill training workshops
- National skill standards testing
- Certification of knowledge and abilities
At least 50% of employees must undergo skill development activities, such as training or testing.
How to Submit the Skill Development Fund Contribution (S.T.2)
Employers required to submit the S.T.2 form:
- Businesses with 100 or more employees
- Companies that have not met the required training thresholds
How to Submit the S.T.2 Form
- Submit online via the PRB e-Service system on the Department of Skill Development website
- The system supports online form submission and payment

Timeline for Submission of Forms
- For requesting course certification and training costs (Forms: ฝย/ฝป 1, 2-1, 2-2, 3), this should be done within 60 days after the training is complete, and no later than January 15 of the following year.
- For S.T.2-1 (Annual Labor Skills Training Report), it should be submitted from January to April 14 of the following year.

- Accurate calculation and payment of severance: Ensure severance is paid correctly and on time
- Issuance of work certificates: Provide employees with work certificates for future employment or other purposes
